    Robust Passive and Active Tuned Mass Dampers During their lifetimes, flexible structures may experience natural frequency changes under wind speed, ambient temperatures and relative humidity variations, among other factors, which make the tuned mass damper (TMD) design challenging. Explorer 49 (RAE B) [NASA] This RAE-B (Radio Astronomy Explorer B) mission was the second of a pair of Radio Astronomy Explorer satellites. It was placed into lunar orbit on 15 June , to provide radio astronomical measurements of the planets, the sun, and the galaxy over the frequency range of 25 kHz to MHz. The mission was a success and proved the feasibility of achieving triaxial gravity-gradient stabilization at synchronous altitudes using passive and semipassive techniques. The satellite operated for over 3 yr and took thousands of black-and-white and color pictures of the earth.   Passive dampers such as spring dampers, hysteresis dampers, and eddy current dampers can be used to damp librational motion; however, such dampers have certain shortcomings. Spring dampers are more effective in removing librations in the orbit plane than in removing librations perpendicular to the orbit plane.
